I think the simplest way to do this is make the Leech power work in reverse...that is it transfers the "healers" hp to the "victim" with the special effect that the wounds appear to fade from victim and appear on the healer.

That is exactly what Empathic Healing is. Leech has no special provisions for the other things you're looking for, transferring crippling injuries to the healer. Leech might thematically resemble a reversed healing power, but the simplest build is Healing.

My suggestions here and above on Backlash shouldn't be taken as RAW, since you're not taking on a single specific affliction for a duration based on a HT roll. That said, I think -10% would be fair; it applies to a subset of the power's applications, and can potentially give some very heavy disadvantages (No Arms, No Legs) but will heal in minutes due to Regen and Regrowth. Note that you'll still need Cosmic (Rules Exemption, probably +50%) if this power can restore missing limbs.

Well, I do find Healing to be annoyingly un-generic with its built-in assumptions (primarily the -3 per repeated attempt).

Hmm that's a bummer really. How's the mos RAW version of removing that from healing look like? Some +% cosmic : forget about the cumulative use penalty? Or are there some actual enhancements for such cases.

Well, the three examples that come to mind immediately are D&Dish healing spells (which have limited uses, but typically 'just work'), the Terran Medic's healing ray (works as long as there's energy), and the transducer (which wasn't so much 'fallible' in the GURPS sense, as incapable of providing enough 'healing points' to remove Silverthorn's tumours in one go. I think it was tumour. Not sure).

Yeah, but in both cases the point is to in fact give characters limited uses. Of if you don't give a GURPS advantage some out of the box limitations, then how can we use Cosmics to remove them?
