Default Spaceships – designing deck plans – approach and tools?

I’d like to create deck plans for some of the key ships in my campaign. The designer’s notes by David L Pulver provide a good guideline of what the deck plan contains:

The internet lists dozens of potential tools and a few approaches for how to create spaceship deck plans. Cosmographer 3 looks good if you have Traveller ships as it includes templates to modify and build from. It also lets you generate images of what the ship actually looks like. So Cos. 3 looks like the best bet, however before heading down this rout I’d like to know what tools and techniques other players and SJG’s designers use. The deck plans in GURPS Traveller Interstellar Wars look great, how were they created? What tools were used?
Any advice greatly appreciated thanks.

You might want to check out the Future Armada Starship Plans from Ki Ryn Studios (available from e23).
They use squares rather than GURPS Hexes, but that's not exactly a big issue.
