Template Creation
I'd like to create templates with choices and randomization typical of templates. Is there a guide to this process?

There isn't a guide, but there is a reference manual for the GDF file format.

As Stormcrow said, there isn't a guide for that at the moment. The best we have right now is the GDF Reference linked above, and a bunch of files with examples. (And the GDF Reference often includes usage examples.)
For the record, the Delvers to Grow optional file includes character templates that show some of the most recent features. Those features include recommended picks, using triggers() to perform actions in the order the tags appear inside the triggers(), and the use of addsorincreases() to add a trait or increase it if it already exists. There may be a guide at some point, but it takes time to write docs, and unfortunately I can't currently afford that time.
