Nope. They need to have lots of stealth and electronic warfare stuff before they are serious threats rather than just theoretical ones and you don't make state of the art stealth in a garage.
Also, UT for 4e might allow "small" fusion power plants but Ve2 doesn't. Spaceships largely disallows stealth for fusion engined craft.
