Edit: I am speaking about the house rule +10% for a success, +20% for a critical one.

That has the odd effect of making 8 and 13 more likely and 10 and 11 less likely. If you're looking for 3d6 like function with less variability, you could roll 3d6 and drop the highest and lowest.
