World's Best Silencer - Is this accurate?

Most guns are more than 150 Decibels so a reduction of 33 still likely makes the thing be as loud as a chainsaw or ambulance siren...

It says 'reduces by up to 33db' not 'reduces all ammunition by 33db'.
Likely it reduces the loudest rounds by 33db, and does not do much to the already nice and quiet subsonic ammunition. In a lot of cases with a good silencer the build of the weapon itself is the final decider for how loud it will be. Things like the sound of the trigger and the click of the recoil supressor will make more noise then the bullets themselves with a well designed silencer. One of the most silent weapons ever I believe is the PSS Silent, a Russian made gun. Lore for this weapon is that the developer walked right behind the then Russian leader and shot a bust of him during a speech before identifying that he had completed his project. Well, there is a lot of fluff in what is being said in Russian, but what does come out is that it uses subsonic ammunition, is intended not for the army, but for for "special services" with "delicate missions", and that the key was finding a way to deal with the escaping gases. They say it is practically undetectable from 10 m away, something like a toaster when it pops.
You may be able to pick out some of these words even without knowing Russian. Also check out the specs that scroll along the bottom of the screen. |

I'm not a gun expert, but if it is a 9.3 g bullet at 200 m/s, that would make it like a .41 rimfire with about 1/3 greater velocity, or a .455 Webley with about half the mass, not to mention cross-section.
