Limited Charisma

I'm trying to create a character (with GCA, which is why I'm posting here) that's good with children. My thought would be a limited charisma (only children), but can't figure how I'd do it, or even what the cost would be. (My initial thought was -50%, but GM's may have a different opinion)

Oh, and if we can avoid code, I'd appreciate it. I'm definitely not a programmer :)
