An NPC in my supers campaign AEON is going to have this power and I was wondering what folks think which advantages might go under it in a GURPS Powers style write up.

Breaking the subatomic bounds between protons and neutrons could cause a very nasty nuclear explosion
He could create radiation in a body or place causing cancer or degenerating tissues. Phase in, phase out to other (subatomic) dimensions. Convert lead into gold! (Or convert an atomic substance into another)

What does "subatomic" mean here? Is it a synonym for "nuclear"? Or does it include adjusting the relationship between the electrons and the nucleus so long as you do it within a single atom rather than a molecule? Or does it include manipulating elementary particles in general?

(c) manipulate, say, all the neutrons in nuclei of carbon-14? (d) manipulate all the matter in a given volume that's made up of protons, neutrons, and electrons? Relating to (d), if you can manipulate things that are made up of subatomic particles, why isn't this the same as being able to manipulate matter as such? Or is it?
