If you want it to be once per minute/hour, onset sounds about right (you might need powers to fine tune it correctly). That would make it so they have to touch someone for a minute/hour to actually affect them.
EDIT: As for Steal Youth, just put the Steal Youth modifier on a Toxic Attack if you don't care about healing your age. |

! The Steal Youth modifier from Leech is the problem, IMO, looking far too pricey for what it does, but I think you've hit upon a possible solution... using Toxic Radiation as a guide or a model for an Aging attack. I'll have to ponder that when I have access to my books.

The only way you could be dead enough for Leech to return somebody's youth is if you're killed by a Cosmic: Unhealable Attack. If it ain't Cosmic, it ain't killing you (unless you have an Achilles' Heel).

Okay, yeah so hey it's POSSIBLE for them to die, but highly unlikely. So they still count as +300 but... :P And yeah, no Achille's Heel that's part of the "problem" with them... angels have supernatural durability but the succubus have straight up unkillable 2 (originally was 3, but decided to make it so they could be imprisoned in a source of eternal damage, giving the stories of "Hell" merit)

The question as to whether it's allowed for player's is important, since there's no real need to bother designing an ability that they won't be using. All you need in that case are the specifics of what it does without concern as to how it would be modeled in game mechanics terms. If PCs will have access to it, then you might want to make sure that it's balanced, compared to other choices that they could make, so that any character with that template is not at an undue advantage or disadvantage.
