I happen to have two fixes for this. They might be a little unbalanced, though.

1) A leveled perk. Each level adds to will rolls for extra effort, but only for a single power. These two accessibility limitations should add up to around 80%, making it somewhat legal. If you'd like to make it a little more powerful, you could make it so that they affect a whole power, instead of just a single ability.
It doesn't remove the need for the will roll, just makes the character a lot more likely to pass. And may increase the main of success, which can be desirable in some cases.

2) A technique. Instead of being a skill-based technique, it can be an attribute-based one (kind of like Neck Snap). Again, it would apply only to a single ability (or maybe a single power). Default being Will-0 and the usual modifiers being in effect. I would make it Hard, but YMMV.

Indeed there's already a significant body of work regarding using Techniques for special psi tricks.

A levelled perk is probably too good value, as even the the cheapest Technique will cost the same and will only benefit a single, pre-arranged trick.
