No. I'm not. It doesn't make a difference whether it's a set of worlds, or one world. If players are to have the opportunity to pay points for magic powers, then the default must be that places where their powers work (somewhat) should be the rule, and not the exception.

No, the default must be that places where their powers work should exist -- and the GM should be reasonably clear on what those places are. If magic only works in one tiny corner of the world, and someone still wants to play a mage, that's their perogative.

I generally discourage people from designing useless characters.

I do too, but I'm willing to listen to arguments about why the character isn't actually useless.
