In what sense? Like, the same people get trained in both and are expected to be about as well trained for both? Or each has specialist people who are equally trained? Or just that both are fairly minor parts of the overall skill-set?
It seems strange to me (as someone with only pop-culture knowledge of the subject) that nuclear ordnance disposal (which I understand to be used approximately never) would be just as much of a priority as EOD (which I understand to be used relatively often). Is it just that the threat of nuclear ordnance is so great they make sure that if anyone ever needs to disarm some they will damn well know what they are doing and they can't have just a small number of experts in it, since that would mean they were unlikely to be close enough should the need ever arise?

Note that EOD and NOD default to each other at -2, so just having one point in one (to avoid any unpleasantness the GM might assign for only having the default) is probably enough if you've a high skill in the other.

It's also worth noting that the only real life examples of CBRN EOD that are well documented are SCUD Hunting in a certain middle eastern country, that involved just blowing them up, and another certain middle-eastern country just dropping ordnance from a stealth aircraft on nuclear reactors of another middle-eastern country.
I suspect that dropping bombs on any biological facilities will do the trick too, with pathogens dying in the explosion.
