Sorry about being late: visitor from England (author G. Cogman), and now sick. Whee. Anyway, short form from fevered memory:
Some Tethers have a limit on the number of Forces they can transition easily, either not permitting speedy transfer, or requiring a "cooldown" anytime more than X Forces go up/down it. You can hink this around to suit your plot any way you want. Tethers can have quirks whenever the GM pleases.

Liber Umbrarum: The Book of Ghosts
Haunted Discord is worth 3 points per level but there is no consequence for having different levels of the Discord (well, because it is a Celestial Discord it affects daily essence, and should you get rid of the ghost the level is referenced, but nothing inherent to the Discord). |
