The mental exercise of a "wizard's spell arms race," might be just what we need to finally shut those folks down

I'm not as rules focused as most; I'd give the Wizard a 4 or 5 dice vs IQ to master the staff. Fail the roll, and it blows up in the Wizard's hand.

Take your chances and move on.
