Could there be an Elder power for DF?
In DF, Elder Things seem to have some sort of chaos power but is that truly the way Lovecraft described Elder Things? Elder Things seem to have some sort of Order to them as they gain power when the stars are right and so on but they really don't fit with Law/Order either. Maybe they are so inherently complex and extradimensional that they can not fit either category of Law or Chaos. Maybe they could be their own power which is completely indescribable as it is too complex to truly understand. Their power could just be Elder and in areas where Elder Things are strong could be weak points in the fabric of reality that all Elder Things and their powers to enter. Maybe Elder Things are too weird to categorize so they are just their own power?

I think that Psionics in DF are heavily associated with Elder Things. At the very least, a lot of Psionic tech is developed by Elder Things.

An Elder Power should probably use the Corruption rules from GURPS Horror. The main problem I see is that their effectiveness for horror comes from their unfathomability - giving them goals and plans would rob them of some of that. It's probably better just to represent them as some sort of Cosmic Disaster, similar to a hurricane or a tsunami - like we would be to an ant.

The thing is: how does one define and describe such a power? What is a "weak point in the fabric of reality"?

Well, the standard description is non-Euclidean, which space-time becomes in areas of extreme gravity. So, black holes?
