Is the DM willing to prevent munchkins but not able?
Then the munchkin is his girlfriend.
Is he able but not willing?
Then he is a powergamer.
Is he both able and willing?
Then whence cometh min-maxing?
Is he neither able nor willing?
Then why call him the DM?

Do unto your players as you would have them do unto you

To the GM: "Rule only according to that maxim by which you can also will that it would become an official ruling."
