I agree, for most purposes, low-tech Weather Sense makes more sense based on Per, given that Survival is.
Modern Meteorology definitely makes more sense as an IQ skill, though, since it's based on modeling and calculation, usually from data collected by others, rather than on directly observing anything. (And IQ is certainly the right stat for climatological predictions, rather than short-term weather.)

I honestly feel sometimes like it would have made sense for these to just be listed as two entirely separate skills, like Naturalist vs Biology or Esoteric Medicine vs Physician. I see the value of avoiding skill bloat, but in this case, it seems like they really are important mechanical differences.

If I was going to worry about the skills to give a non-sapient wild seabird, rather than just hand-waving finding thermals as "a thing that albatrosses do", I'd probably say that finding thermals is a Per-based use of the skill, then give them a One-Trick Wonder perk to let them do this efficiently.

Hmm. Don't remember any of my characters having Meteorology. It occurs to me that it's something which any aviator character could have, but someone on a good airship crew specifically really must have it, because seeing bad weather coming and getting the heck somewhere else seems to be the secret of lasting a long time as airship crew.

I can't find much in the way of templates for aviators in 4e books or Pyramid #3. It's a pretty common skill on sailor templates, but the only aviators I can find are in G:WWII, where it's a background skill for all of them.

Action 4 has civilian and military pilot skill packages, which don't include Meteorology. I point out again that "practical meteorology" is explicitly included in the Piloting skill.
