Default Invisibility Art and other Esoteric Skill Techniques

I was wondering if a character wanted to attempt - and improve - on a technique that allowed using Invisibility Art as a free action, what should the modifier be? The closest RAW has to offer would be -2, equivalent to one level of reduced time enhancement using the guidelines in Powers.

Other techniques that I have thought of but never assigned a modifier to:

Walk on water for Light Walk (might limit to characters whose movement is fast enough to theoretically be able to walk on water)
Combining Blind Fighting and Throwing Art (it's available for Zen Archery, so why not TA?)

Please also share any technique ideas you may have. Thanks in advance!
