Because it isn't a standalone characteristic; it's a detrimental modifier on your FP pool.

I suppose I could have started it at 0 and then counted down into the negatives, but really that's the same thing just with the sign flipped. If you prefer that, or prefer starting it at Max FP and then counting down from there, feel free -- none of that changes the rule, just how you decide to bookkeep it.

You know, that reminded me of a question about LFP I've had for a while: What's the point value of a point of LFP as a Disadvantage? The reason I ask is because I was playing around with some Powers using the Biological Power Source from Powers and the idea came to me of such Powers that are always on.

At first glance yes, but the character can then just buy the point back, with LFP they can't. I think, I'm a bit ensure of how things would work out with the lost FP having a PM on.

LFP is a temporary situation; it isn't worth any points starting off, because all you need to do to make it go away is eat and sleep. It's no different than starting the game injured (-HP) -- that's a temporary situation, not a character trait, so you don't get disadvantage points for it.

If you want your character to have a permanently lowered FP pool, just lower your FP characteristic.
