It's been possible to set up a lab with dangerous infectious diseases and do hazardous research for a very long time. It's just rare due to being dangerous, illegal, and not particularly profitable (if you're going to make unlicensed pharmaceuticals, there's no reason to bother with a biolab-- just lie about the contents of your 'medicine').

Well, I think the reason there were infectious agents found there has to do with the fact they were supposedly doing medical testing there. Even if they're just making up the results, they're still going to have samples that contain infectious agents.

That just shows they're bad at their medical fraud, possibly indicating that they're in that fraction who think they're they real thing. All you need is a set that you can take pictures of.
