One obscure but interesting point is that during the last days of Kirby's Fourth World (in other words, in Mister Miracle after the other series were cancelled) it was demonstrated that the incredible strength and feats that were used by the New Gods could be taught to humans, and indeed that baseline human with a few unaging-type advantages is what most of them start out as. Mr. Miracle takes on a human apprentice and begins training him to follow in his footsteps, during which time the apprentice (Norman Shilo) began displaying incredible feats of strength. This could come into play as ISWAT members begin learning some of the secrets of the Gods...

This sounds like alot more than even ISWAT can handle, there are limits to small orgnaizations fighting millions of superbeings.

Well, sooner or later this is going to degenerate into open warfare. But hopefully ISWAT can buy Homeline time until it is ready...

How can homeline get ready? The concept is masive numbers of super humans. Homline has access to small numbers, how can the one ever compeat?

An evil empire with superhuman lords might work fine, but makeing to much of the empire superhuman and it just becomes silly that ISWAT could do anything. So something like Aztec(sure file the numbers off) jumping worlds for more sarcifies to their dark gods, who imbue their warrior preists with powers would be more what I would do that the suggested foes that have come up here.

OK, first of all I'm not going to make all inhabitants of Earth Apokolips into superhumans. There is a very powerful superhuman elite, to be sure. But below them, there are lots and lots of grunts - powerful grunts, thanks to their TL 10-11 equipment, but grunts nonetheless. And below them, and much greater in number, are serfs and slaves - ordinary humans for the most part, though many have been bred to make them more usful in their roles (such as one or more levels of Weak Will).

As for what Homeline can do against such a powerful foe:

- Exploit divisions between the chief leutnants of the Dark Emperor (I still need to come up with a good name for him...). They are all well-versed in the art of treachery, and will not hesitate to stab each other in the back if they think they can get away with it.

- Steal their tech and build up the Homeline technology level.

- Ditch the Secret and appeal for help to all who might be able to do so. Centrum and the Cabal are prime contenders. So might be Caliph, whose tech rivals that of Earth Apocolips ("Hey, could you please stop worrying about your local despots when there's a mad tyrant trying to conquer the whole multiverse?"). The combination of Caliph technology and Homeline's skills at warfare would make a powerful combination. Of course, this isn't neccessarily going to solve the political instability on Caliph - but no one ever said that this was going to be easy, right? ;)

One of the goals here is to open up a war against Earth Apocolips on multiple fronts which will drain their resources - and thanks to the conveyor technology of Homeline and Centrum, waging a war from multiple directions is fairly easy (since the portal network of Earth Apocolips is much more limited).

- Another idea would be to create some artificial technology restrictions for Earth Apocolips. For example, they might have a bias against networked and powerful computers - perhaps they had a bad experience with a rogue AI that tried to take over the world (but failed) at some point in their history. Besides, the rulers might argue that it is easier to crush the human spirit and keep it down than it is to stop an artificial intelligence which has developed free will and feels that it has nothing to loose. So while powerful computers exist, they are all dedicated to specific tasks and have rigid programming. Homeline, which has no such bias, will be more flexible and its combined warfare methods will be more effective.

Does this sound better?
No, I was not giving them super advanced tech. It feels way to comicbooky for the way I would run an IW game. Caliph probably does not have the tech as your Apokolips certainly needs either magic or superscience to get the superhumans you have there.

Not at all how I view IW I guess.
