Default Dominance/Infectious Attack on non-HP attacks?

Didn't find an answer to this when I did a search, nor did I find an existing thread recent enough for this to be a reasonable addition, so here it is:

Can Dominance or Infectious Attack be applied to a Fatigue attack, or other attack that doesn't do HP damage? If so, what enhancement or limitation (and how large an enhancement or limitation) would be involved?

For example, a Psychic Vampire 'race' that infects through the use of Steal Energy (or Steal Dreams, or Steal Power, or...) instead of Steal Life, or a magical pseudo-zombie that infects with a Will-draining curse, instead of a bite.

I suppose it could work for Fatigue Attacks, with the 3d6 roll vs FP lost instead of HP, but the RAW only says HP loss.

I can't see any reason not to allow it. Fatigue attacks are already comparably expensive and don't benefit from injury multipliers. I don't think I would give an enhancement or limitation for it.

The first one definitely. IMO doing Dominance with a Fatigue Attack is RAW-legal even though dominance specifically says HP because of the way IA-Fatigue is defined.

Will Attack OTOH I am less certain of.

I agree. Fatigue Only, +0%; Fatigue Also, +100%.

Take a look at the values under Leech in Powers. That can give you some guidelines for how to price the switch.
