Default Boost (Attribute) + Power

If I have Power 5 on an object and Boost (Intelligence) enchanted to it, does it mean that for every non-prolonged action, the person using the object will have an added 5 to their intelligence?

No, only for those actions where he takes a Turn to activate the item. Boost (Attribute) is non-maintainable and thus can not be brought to an "Always On" status.

Only if they use the item to cast the spell. It's not an always on item, so it has to be invoked, even if it's cast in zero time. It has to be willed and it's power has to be rolled against to determine success.

For ALL purposes.
That it is after it talks about _first_ reducing cost to maintain to zero (when items can stay on as long as the owner is awake) and then reducing cost to cast to zero. That's when it';s really "Always On".

At any rate, a spell can not be "Always On" when it has no duration. With a full amount of Power the item could cast the spell over and over for no energy but it won't stay on all the time.

Also, excpet for true "Always On" items using an item is game mechanically similar to casting a spell and casting a spell always takes 1 Turn in 4e.

You are correct, I cannot fault your quotation.

However under Energy Cost, Page 8 "Never reduce the cost of a Blocking spell;" While this is in reference to Energy reduction for high skill, it may apply to Blocking Spells with the Power enchantment as well.

Boost is inherently a single roll and a blocking spell. Despite the description under Power, I would personally rule that either the Power Enchantment didn't apply, or more likely, that you could use it, but only when discretely activated. Clearly the mechanism for an always on stat boosting item is meant to use the spells that are the prerequisite for a given boost.

But by the RAW, I suppose you are right.

I would regard that as an attempt to avoid paying for a Wisdom item, and it would result in a major scolding. I also support the interpretation that Blocking enchantments don't benefit from Power any more than they do high skill.
