You might as well see Imbuements. There is an imbuement to attack "insubstancial". You could rule that in your case instead of insubstancial you can damage "substancial"

Powers has a rule for putting modifiers on basic attacks like kick, bite, punch, headbutts etc.
It's essentially priced by taking the dice of damage you would do as the base price for the modifiers and then adding them as advantages. I personally do not like this method as it requires increasing an advantage along with ST scores. I much prefer Natural Weapons article.
