Temporal Stasis + Area Effect
Like all Afflictions, Temporal Stasis allows the victim to make a resistance roll. However, what if you combine Temporal Stasis with Area Effect to freeze a large area? Obviously, rolling against the HT of every person in the area would be silly if you use it at a crowded mall or something, and the concept of some things in the area being frozen while others aren't is kind of strange. Would you roll against the HT of the person in the area with the highest HT score?

If you want to shortcut all of that, borrow a page from GURPS Sorcery — literally. Suspend Time, p. 17 of Sorcery, uses the "All or Nothing" limitation on Affliction, which has the person in the area with the highest resistance roll to resist. If they resist, everyone in the area resists; if they fail, the entire area is affected.
