Parrying with a Flail
A Morningstar weapon has Parry U0 and Note [6] as per Basic p. 272.
So attempts to parry it are at -4/-2. However, parrying with the Morningstar or other flail weapons is possible without any penalty (when the unbalancedness does not forbid it due to a previous attack). Is this intended? It appears to me that parrying a sword with this should be as least as difficult as parrying with a knife, which is at -1. The handle on most flails is around 20-25 inches long or more, as long as a shortsword or baton, and considerably longer than most knives.

Yes, you parry with the haft, which is a solid chunk of metal-bound or -studded wood no different from the haft of an axe or mace. Kusaris have Parry -2U instead of 0U because they lack this haft.

Even while parrying with the haft, the orher parts should be annoying because they have a weight and, contrary to a mace or axe, move around when you move the weapon.

Yes, you're right. The difference of difficulty is like a -1 which corresponds to the heavyness and awkwardness of the weapon.

The wobbly weight distribution is why Flail, Kusari, and Two-Handed Flail are Hard and not Average. The lack of a haft is why Kusari also has Parry -2U.
