Default IW - Powers / Advantages that work only on one timeline?

what kind of limitation would that be?

Accessibility, with a value dependent on what ratio of the campaign is spent on this timeline.

I'd call this a -50% Accessibility for the "typical" IW game, one where you're expected to go where Infinity sends you, and aren't more or less permanently assigned to a single world - the "roving troubleshooters" model, basically. If you can choose your destination more freely (playing swagmen or other independent operators, for example), or if you're assigned to the relevant timeline more frequently or all the time (you're a team assigned to that timeline specifically, with a long-term mission), I'd call it -20%. If, on the other hand, it was a timeline you had no plausible prospect of returning to more than once in the campaign (for example, it works on your homeworld, but you don't know the parachronic coordinates for that timeline), I'd allow the Accessibility limitation to go as high as -70%.

Yes, its accessibility, and its campaign dependent.

worlds are harder to work to your advantage than most other accessibility limitations, I'd probably give them a little more slack than the official values. If it won't come up again and again, you should probably give -80%. Just make sure that the frequency is actually correct.

If you've got superpowers that only work on a single world I'm pretty sure I'd know how I'd use you if I were your Infinity supervisor. The exception of course being Regeneration that only works on this otherwise peaceful and uninteresting world.

And stuff like that should get a -20% (equivalent to spending half of all campaign time there), unless the world where it works in unusually hostile.

My thinking on suggesting -70%, instead of -80%, for a world that you're only likely to visit once, is that because once you're there, you're probably going to be there for at least a session, and if the ability is really available everywhere there, you're going to probably get a lot of chances to use it, and mostly players I know would certainly push that as much as possible. For comparison, you can also look at Environmental, which is sort of similar: -80% is for things like "lava" or "quicksand", which your target must be in. I think "a single timeline" is definitely easier to get someone to than that.
