Agreed. It is a reference point though. The only other one I can think of is fast draw.

Make it a leveled perk at +.25 per level. That's as cheap as you can possibly get while maintaining the granularity of .25 increments.

In my campaign it costs 5 points/+1, but yeah, a 1 point/+0.25 might have been better.

In my radical moments, I think about creating a new Initiative attribute that's the average of DX and IQ (mental and physical reflexes), with a bonus from Combat Reflexes. And then I get a little carried away and figure Physical Speed (currently Basic Speed) might be ST+DX/4 instead of DX+HT/4, and then eventually I end up with more derived attributes than FATAL with nothing productive to show of it.
