There's no need for that. There are many, many seamounts - underwater volcanoes that didn't grow big enough to break the surface and become islands - in the seas. Pick one that isn't far below the surface in a spot you like and finish growing it to island status.

Make yourself useful in some way to one of the big powers, and get them to recognize you, and you've gone a long way toward it. If your world is like the real one of today politically, if you can get the USA, most of Europe, and China to recognize you, you're most of the way home.

Make a point of not being a thorn in the side of the big powers, and they might grant your recognition almost as a routine matter...unless your display of raw power in making the island has convinced everyone that you're a threat that has to be destroyed.

That could go either way, the recognition of that power might lead to respectful acceptance, or it might lead to all-out-attack.

The Island Maker:

Compartmentalized Mind 10 (Earth Spells Only -30%, Magic -10%) [300]

Indefatiguable [30] (From RPK's gurps page) (You do not lose fatigue for strenuous work.)

Create Earth-20 [2]
Earth to Stone -25 [20]
Stone Missle-35 [60

587 points so, you need 100 points in disads, and are kind of a one-trick pony. But what a trick!

10 free 5d6+5 Stone Missles per turn! BLARGH! With... the Psychic Guidance Perk, you target as if you have skill 30 to hit. ZOMG!!!

Take Missle Shield-20 and Reduced Footprint (Missle Shield) to have all day protection from bullets. Eat it, Sniper and Gatling Gun!

Not a very economic build: You create, each turn, 5 cubic yards of earth, and turn each cubic yard of earth to stone. It cost you nothing, and you can still act as a normal person, and you won't get tired. Should take you: 94 years...hrmmm... to make a 1 mile square island...well, darn.* In combat you sweep for smaller baddies.

Fair 'nuff. Take Daikakuji Guyot: close enough to Hawaii to have pleasant weather and commercial prospects, but probably still in international waters. Its flat top is almost 1,100 yards underwater, so you'd need a base (1,100 x 20) or 22,000 yards wide to support the usual shield volcano. That's (22,000 / 2) or 11,000 days of magical effort with the Volcano spell, or a little over thirty years.

Yes ... still a bit of a long job. Probably worth creating a better version of the Volcano spell - it doesn't have to be a lot better to save a lot of time.

Lets add the noncombat enhancement to CM for [400] points and see what that does... you have 100 effective castings per turn for 2cy *50 =100 cubic yards a turn.
Still slow but better.
Alter Terrain would work better with a nice ER and good movement ability, possibly underwater in order to reshape the sea floor. Take awhile but be less noticeable until you were about done.

Looked at your link and noticed a cluster of seamounts "west of the Pillars of Hercules". Perch your island there, give it the appropriate name, and the island's population will come to you.

Many of them will be wing-nuts, however...

100 castings per turn ~= a crit fail every other second, and a demon per 467 seconds.

Now, a work gang of earth elementals, on the other hand......

I think this new nation is going to need at least one major power (US? Europe? China?) to back its claims to legitimacy, and none of the others particularly opposed.
