Yes, there was sufficient previous material and gear, which hasn't changed much from 3e to 4e, that the SETTING book to help people run campaigns was likely prioritized higher than the GEAR book, since gear is setting dependent.

From the table of contents it looks like a gear book to me.

My bad. I read that as 'we got GURPS Fantasy before Low Tech.'

G:FT is likely just shorter. It's been said before that it's far, far more effort to edit a long book than a short one.

There's really no special reason Fantasy-Tech 1 got out first; it was just a lot shorter. A monster like Low-Tech and its Compendia (all four of which had to be edited, reviewed, proofed, etc., together, to ensure internal consistency) is a project that occupies a significant chunk of the year. A smaller, more-or-less self-contained book like FT1 can go from first draft to done in a much shorter time.

One might go so far as to say that that the whole point of Fantasy Tech was to get the facts wrong, so checking on them would have been self-defeating.

More seriously, Low Tech involved four different authors doing some fairly serious research and making sure that they had all of their facts and rules coordinated, and then Kromm making sure all 200-some pages we wrote were, in fact, consistent. Fantasy Tech was me making up 30-some pages of completely independent items (Vimanas and Renaissance aircraft make no sense together? They're not supposed to!) with vague gestures in the general direction of history. Vastly easier to write, vastly easier to edit.

And those who were in the Low Tech playtest will find that some of the items in Fantasy Tech were discussed there (I'm thinking at the mammoth threads on the Baghdad battery for example), meaning that at least a part of the initial research was already done, by accident (other, wilder, things, like the Virmanas)
