I suspect Low-Tech will handle scaling for a fairly small range around ST 10 SM 0 creatures. It certainly isn't (nor should it) going to address fractional ST.

Any reason why a pixie using the Tiny Tools rules would ever use a weapon as opposed to bare hands? Even impaling weapons will invariably do less damage than a pixie's fists or kicks.

One concept a few people have batted around (and has some 3rd Ed. "canon") is if all the PCs are low ST then to re-set ST 10 to another data point and declare normal humans to be "giants." Basically if in your fairy world the "average" ST score turns out to be ST 3 then declare that the new ST 10 and humans are suddenly ST 30+ giants.
Sure it breaks cross-compatibility of those characters into another game world, but in my experience that rarely happens anyway.
