What you're describing isn't a lack of Fine Manipulators. That's ST that doesn't work under certain circumstances. "+x ST, not when making a slam with a weapon; +x ST, not for lifting with the arms" aren't much different than "+X ST, only at Night" or "+X ST, only while wearing spandex and a cape."

Well, no, what it has at that exact moment is One Leg with the mitigator "only when using the leg as an arm" and the disadvantage One Arm with the mitigator "only when using the arm as a leg." Then there are times when it has No Legs with the mitigator "only when using its legs as arms". That's an overly complicated build, so it's all wrapped up into one disadvantage called "Foot manipulators."

The whole point of that build is that the prosthetic arm itself suffers from the Electrical disadvantage, and to represent that you can use the TD limitation. So while the guy may not personally suffer from Electrical, the arm does which does inconvenience the guy at times.

Mind you, I don't like how split ST was handled in 4e, but calling it TD: No Fine Manipulators is a misnomer.

Sure you can call it something else, but it ought to cost the same. It certainly isn't worth how 3e did it.

Well, lets see, we have:

Striking ST (Kick Only, -60%) [2/level]
Lifting ST (Doesn't Affect Arms, -20%) [2.4/level]
Extra HP (Doesn't affect Arms, -20%) [1.6/level]

That works out to [6/level] which, actually, works out to -40% on ST's [10/level]. So, yeah, it's basically the same cost.

OK, TorgSmith, the latest Phoenix release (r57) should do what you need.

(Reopening a decade-old thread rather than starting a new one on the exact same topic.) I was fixing some of the attribute costs in the 3E Traveller racial templates that someone else recently put in GCS, and ran into this K'Kree split ST problem again. I went with +2 ST (overall) with the size limitation, then an additional +18 Striking ST (size, kicking only), then +18 Lifting ST (size, no fine manipulators since it doesn't apply to the upper body), then +4 HP. I think that's pretty close to what the 3E template did.
