I think that's much too cheap as a perk. In GURPS Powers: Enhanced Senses, I built a similar but slightly broader ability as Detect with Analyzing and Taste-Based; it came out to 9 points. I'm not sure exactly how I'd define what you're looking at, but it ought to come out between 5 and 10 points.

Detect doesn't need a skill though, does it? Since this one requires the Diagnosis skill, it's more like Accessory: blood-testing equipment.

Per GURPS Powers, I would take this as giving a +2 bonus to Diagnosis, as doing what fine-quality mundane equipment would do. It rather seems to me that a vampire might have a sensitivity to blood composition exceeding that of a routine lab test. But I suppose if you're not giving any bonus, the comparison to an Accessory is fair.
