New England should be Lovecraftian Horror, but perhaps the closest GURPS comes is Nightreign (Cthulhupunk's high tech seems out of place in the rural areas).

Um, this is not a "Science Triumphs!" sort of world. There are probably plenty of places where the bio-engineered germs will be killed by the Bad Air and others where epidemiologists with The Evil Eye kill them off.

Considering how much Moscow has diverged from the other zoneminds, it could very well be more interested in just collecting data than starting a new war... and even if it wanted to, it would be smart enough to know that it would be more likely to get itself destroyed since so many of the other regions have powers it doesn't understand.
