How did we get on this clowns tangent and how does it relate to Willow? o.O

As for the Brownie ST, I gave 'em ST 4 rather than ST 2 because I was trying to keep the template in the positive numbers. o/` By mass, I don't doubt they'd be closer to ST 1 or 2... but in play I'd probably go with Gulliver's fractional ST rules or go a Bunnies & Burrows route and scale everything from their POV when their players are involved.

Combat is dangerous in Gurps, so I can see why few GMs or players would want characters that could easily be killed by rats. Though for that I would prefer to just boost HP so as to avoid that mouse sized PC being able to pull 40 lbs across the room.
