Pyramid #66, The Laws of Magic, offers the Object Channel perk (page 12) which allows you to treat a broad class of objects (such as swords) as having the Staff spell. Originally written for RPM, I've borrowed that perk for Sorcery in my own games, and don't see it as game-breaking for Basic Set Magic.
