Sure, the War has outbreaks of combat. Like a true Cold War conflict,the best ones take place through intermediaries -- mortals, ethereals, the equivalent of the little Third World countries that can clash without setting off Armageddon.

But as the name suggests, those aren't the norm -- they're flashpoints when the "normal" state of affairs breaks down or someone grabs a momentary edge. I agree, speed and mobility are crucial, but so is limiting the scope of the violence.

a flashpoint that lasts for decades...isn't really a flashpoint.

And limiting the scope of combat isn't really relevant when you've got, what, 4-8 players? Any conflict in which they are the driving force is merely a skirmish, no matter how powerful they are.
