No, since first aid does not train you to do it with the other hand at any level of skill, I would not give halve the penalty at +1.

You still can apply All-Out(*), TDM for not being in a hostile environment/under pressure and modifiers for increased time taken so 8 is not so bad actually.

That should be a classic case of the surgeon making IQ-based rolls(maybe at a penalty) to give a bonus of say +2 to the assistant. The person whose hands are actually doing the activity should always be the one making the 'real' skill roll, in my opinion.

Diagnosis, anyone? I almost always require it before physician or first aid rolls. You might have seen the sword stab someone, but without diagnosis you won't know it pierced an artery, which would be essential to treat a wound, and even if it's not required, I still have a successful Diagnosis roll at +2 to a subsequent First Aid roll.

I remember one time my brain had been removed (don't ask). I needed to walk the surgeon through the operation using a voice box. Sadly, the three-button remote used to control my body didn't have a "reattach brain" switch.
