I think the difference between trees and shrubs is purely man-made as in if it's full grown and over 20 feet, then it's a tree; if not, then a shrub/bush.
The theoretical limit for tree growth is close to 400 feet, which is still pretty darn gigantic.

The main problem isn't structural. It's the energy it takes to pull water up to the top. If photosynthesis can't "pay" for it, then it's useless.

We used to have a gooseberry "bush" in our backyard when I was growing up that was somewhere around 20 feet tall, and largely vertical. I would still get corrected when I called it a "tree".

From what I remember from biology lessons, a tree is something that normally has a central stem from which all branches branch off, while a bush is something that doesn't and can just have lots of stems/branches all the time; size doesn't enter into it.
