AD&D Did have Weapon Speed initiative modifiers, Which was based on Bulk (and balance)

And I merely (as confirmed) saw where Celti was going with the comment the Melee Weapons should have bulk rating.

and GURPS does have 'U' stat weapons which is as much based on bulk and balance, which based on 1 second round IS a speed modifier.
