GURPS Character Assistant - New Data Files?

How do new data files get created for the GURPS Character Assistant program? As an example, GURPS Thaumatology: Magical Styles adds a number of new perks, and it would be helpful if a data file was available to add these additional perks to the program.

Most of them are contributed by users. Several update packages have been produced over time. This is discussed in the GCA forum.
