DF3, which is where Huge Weapons comes from, I think. More realistically LTC2 also addresses scaling.

Thanks to your links I found the -2 penalty on page 137 of fantasy. But what would the stats on sm-1 and -2 weapons look like? If there were halfling broadswords would they have the same strength requirement and weight even though they were made for shorter people, what about halfling lance reach?

DF3 has the rules that that Wiki entry was using. LTC2 has a more realistic approach.
