Would you charge the same for a legless person using a wheelchair? I would call it equipment.
But mainly I was trying to imagine what they would use, before gurps-ifying it.

Edit: It's not even like a wheelchair. It's more like a skateboard increasing a person's movement rate.
That's what my guys probably used after roads were built. Skateboard like devices with poles something called land paddling in the Wikipedia's write up on the subject.
