Aggressive territorial carnivores that are intelligent could still trade and sub contract especially if one of the sexes is less aggressive. They just won't take orders from each other so large military actions are very hard and industry and research takes a long time to negotiate deals at arms length.

Perhaps they conquered - or ate - a more peaceful civilisation that made contact with them some time ago.

I'm suddenly reminded of the Blorg, from a pre-release stream of Stellaris. The Blorg were utterly repulsive, even to each other, but they desperately wanted to make friends. By any means necessary.
