Winged creatures and Size Modifier
Should winged creatures have two Size Modifiers - one for when they spread their wings and one for when they don't? How much of an increase in SM would be reasonable?

Nope. Size Modifier doesn't change with the addition of wings; the wings being easy to hit is already part of their price and description.

Yes, but is it reasonable? Take the Flying Lizard from the Swedish campaign world Altor - it has a ten meter wingspan (SM +4), but when it has the wings furled it is roughly the size of a man. Seems that it should be easier to hit when flying than when perching.

If you give them an increased SM then that will help offset the penalty for hitting them in the eye(*)... which makes even less sense. What would make more sense is to allow their wings to be targeted at no penalty while flying and a miss to the Torso by 1 hits the wings.

That is a good point. Hmm... they should definitely be easier to detect when being unfurled, though.

What I'd probably do is give folks a +2 bonus to detect and hit them in the wings while the winged creature is in flight, assuming the wings are of a proper length to permit flight. (Some depictions of Pegasus give him some really small wings....)

Yes and no. Most planes don't furl and unfurl their wings the way that biological creatures do, so they can't compact their size.
