That seems familiar.

But only trusted third-party publishers with specific licenses issued by SJG are able to publish GURPS and DFRPG books - and there aren't many of those. (The only other licensee I'm aware of is Amarillo Design, who handle Prime Directive, an official Star Fleet Battles conversion.)
On the other hand, SJ Games is very tolerant, even encouraging, of fan works distributed online. Just be sure that A) you make it very clear it is an unlicensed fan work, and B) you don't duplicate any copyrighted material (Steve's or anyone else's). Anything that could be construed as claiming to be an official GURPS supplement (I'm looking at you, Ghostbusters) is out of bounds.

Yeah, that's pretty much my reaction.

In principle, I might be prepared to sign on as a playtester for a supplement of this kind: That is, the author would undertake to produce a complete manuscript, and distribute copies, and I would take part in a critical discussion of the manuscript, asking questions and making suggestions, the same as I would for an official GURPS book. But even with official GURPS books, there are enough coming out that I don't sign up to playtest all of them. And from what I've seen about this project, I don't think I would have enough to contribute to it. But conceivably someone else might.

What's your publishing plan? Wordpress? A fan website? A PDF? Acquire a third party license from SJ Games? Paint me a picture of what making a book means to you, in this context.
