Fatigue required to use magic items

ITL 148 "Most require an expenditure of ST each turn they are used."

101 total number of enchantments listed at ITL 150-153 (I.e. I didn't count the Staff spell and variant enchantments)
(My count, all the different missile rods counted, multiple power levels such as carpets or flaming missile weapon counted only once)

10 items with limited numbers of uses
5 different kinds of powerstones or missile rods that store strength
22 different kinds of enchantments that cost fatigue when used.

I don't think that "most" can even apply to the most commonly encountered magic items as that would be Weapon/Armor Enchantment at no ST cost, right?

What about staves? The occult blast costs 1 ST to use, and surely there are more wizards with a staff than there are who churn out other enchanted items.

How many specified that they did NOT require ST to use? My recollection is that quite a few of those 101 don't say anyone one way or the other. Maybe we're supposed to assume a default cost?
