I've played in a game where would have been Very Helpful to be able to turn Extra Attack into Rapid Strike

Character with 26 or so effective skill and Extra Attack faces off against a suicidal zombie whale that's SM+8 give or take

The Zombie Whale doesn't want to defend, its using All Out Attacks and relying on being a huge pile of HP to defend

For my main attack Rapid Strike for a slew of generic attacks at -3 apiece

For the Extra Attack against the non defending huge target? 1 swing for the skull, and all the extra to hit from skill and size just goes completely to waste

No, we agree here. Extra attacks from rapid strike is normally blargh territory

In my group the Munchkin tries to throw as many attacks as possible to overwhelm the targets defenses.

I as GM would favor the hell-no answer.

The most RAW, non-Cosmic thing I can think of to allow this would be the Multistrike Imbuement.

I think you should be using ATR as the base if you want it to stack with rapid strikes.

Extra attack is priced similarly to enough skill for an extra rapid strike.

+6 skill * 4 points per level = 24 points for approximately "extra attack[25] + enhanced parry 3[15]" one skill only -50% [20] + a few other things

The build for this is actually:

Extra Attack (Single Skill, -20%) [20] + Enhanced Parry 3 (Skill) [15]

And the 'a few other things' is a fairly substantial addition. For example, the ability to make Deceptive Attacks, or Targeted Attacks, or Feints, the list goes on.

6 levels of skill is far more useful than extra attack, unless you count Rapid Strikes separately. It seems a perfectly reasonable proposition to me.
