Flight limitation: Hands occupied?

Salutations!

How would you price a limitation on the Flight advantage that won't let you use your hands while in flight because they are used as thrusters and/or flight stabilisers? Examples of this in popular media would be the MCU's Iron Man, Andrew Clemens a.k.a. Ultraman from My Secret Identity, or

Is there something like an All-Out Move limitation? Would it be priced like the other All-Outs, i.e. -25%?

Temporary Disadvantage: No Fine Manipulators.

Follow-up question: Would that limitation also apply to Enhanced Move (Air)?

Up to the normal cap on TD, yes (you'll hit its max once you have a total of 80 points in abilities affected).
