3 evaluates is only +3 of course.

If there's an error in the rules, it's that the +4 for Telegraphic Attack probably should stack with Evaluate. If a perk lets you combine AOA:Strong and Mighty Blows, a perk sounds right to combine these too.

Dungeon Fantasy 11 both pg 11 (Dirty Fighting) and 35 (First Strike) have some similar ideas with perks to hit the unaware better.
